三、投标人资格要求：
（1）注册于中华人民共和国境内，具有独立承担民事责任能力的法人。
（2）投标人无不良投标记录，近三年内无重大责任事故和违约劣迹，未被列入黑名单，具有良好的商业信誉和完善的售后服务体系，并能承担招标项目供货能力和服务的企业。
（3）符合《中华人民共和国政府采购法》第二十二条之规定。
购买招标文件时必须携带营业执照的副本原件及复印件（加盖公章），所投设备若为进口设备的，投标商须具备该设备的进口资质并提供证明文件。
（经营范围须符合各相应标段货物所属行业，复印件加注日期和注明“供投标使用”或“与原件一致”等字样，并加盖投标单位公章）。
